Motor Carrier Safety Consulting, Inc. (MCSC) was founded in 1983 by Whitney G. Morgan, CDT, CSS, a former U.S. Department of Transportation Special Agent with over four decades of experience in motor carrier safety and regulatory enforcement. Under his leadership, MCSC became a respected authority in FMCSA and hazardous materials compliance, providing expert consulting, mock audits, training, and litigation support to motor carriers and hazardous material shippers across the country.

Mr. Morgan’s background in federal enforcement, combined with his extensive private-sector consulting experience, allowed MCSC to deliver high-impact compliance strategies tailored to the needs of each client. He played a key role in shaping best practices in driver qualification, accident investigation, and safety management systems throughout the industry.

For the last seven years of his career, Mr. Morgan worked closely alongside W. Cody Middlebrook, CDS, CDT, building a strong professional partnership grounded in regulatory integrity and practical insight.

Following Mr. Morgan’s retirement, many of MCSC’s clients transitioned to FleetSafetyExpert.com, now led by Cody. Carrying forward the mission and methodology established at MCSC, Cody continues to serve carriers, attorneys, and industry stakeholders with the same dedication to safety, compliance, and expert consulting that defined MCSC’s legacy.
